Surfacing a sub in the middle of a large US Naval exercise was one willy wagging lesson. This could be another.
The US was overflying the Soviet Union with various types of aircraft for a number of years, a lot of whom were shot down. We could be seeing the beginning of Chinese muscle flexing and they might not be as restrained or quiet about it when one of theirs get's popped.
The Eastern mentality is different, and their values of human life are too. People don't matter as much as 'Face'.
That N Korean sub incident sinking a S Korean patrol boat would seem to prove you can do it, and get away with it too.
