Martin Weaver, gyroplane CFI, Sport Pilot Examiner, has announced he will be conducting a Gyroplane Repairman Inspection 16 hour training course at the PRA 2007 annual convention at Mentone, Indiana in August. Marty is an FAA accepted “school” for conducting these classes which, when completed, will allow the course graduates to obtain a repairman certificate to conduct the required annual condition inspections on their ELSA gyroplane.

The FAA Light Sport rules allow that gyroplanes that are not currently “N” number registered with the FAA may be certified as an Experimental Light Sport Aircraft (ELSA). This registration period is open until January, 2008. The 16 hour course Martin is offering will allow owners of such ELSA gyroplanes to receive their Repairman Certificate with inspection privileges to conduct and sign off their required “annual” condition inspections. Otherwise, if owners were not able to receive a “Repairman” certificate under the 51% rules, an Aircraft Inspector (AI) A&P would have to be used (and probably paid). If you have or will be transitioning your gyroplane to an ELSA – which, unless your gyro is a legal “ultralight” you do need to do – this course is a valuable opportunity for you.

The course will be offered on Wednesday and Thursday (August 1 and 2) at the PRA convention site. The course is 16 hours of academic and practical exercises that will allow the graduate to obtain a FAA Repairman Certificate to conduct the annual condition inspection on their ELSA gyroplane. The fee for the course is $250 per person if you register before July 1st. On or after July 1st the fee will be $300 per person. Upon completion of the course you will receive a graduation certificate and an FAA Form 8710-2 which will allow you to go to your local FSDO and obtain a repairman certificate. This course is a valuable asset to those gyroplane pilots who are transitioning their gyroplanes to ELSA. All non-ultralight “ultralights” are required to be “N” number registered by January, 2008. If your aircraft cannot be certificated under the 51% Experimental Amateur-Built rules, the ELSA certification by Jan, ’08 may be your only way to legally fly your aircraft. The FAA is allowing such aircraft to be certified as ELSA at this time, but your time runs out after January, 2008; and your gyro would then no longer have any option to be flown legally. This Repairman Inspection course allows such ELSA operators to continue to conduct their own maintenance and annual condition inspections without incurring the additional expense of hiring a professional AI each year.

The FAA limits the attendance at such courses to 16 students – so get your reservations in quickly. A minimum of four attendees are required in order to conduct this course. (Refunds will be made if the minimum requirement is not made!)

“Marty” is a retired FAA manager, recently heading up the FAA’s Sport Pilot Division before retiring in 2005. Marty is an avid gyroplane enthusiast, instructor and flight examiner, and has been approved by the FAA to conduct these gyroplane inspector courses. As such, this is a great opportunity to learn from the pro!

In addition to the course offered on Wednesday and Thursday of the convention, Marty has volunteered to present another forum on Sport Pilot and Light Sport Aircraft certification. Plan to attend and sign up as soon as possible.

(PRA membership is not required for this course, but the PRA would appreciate your support in order to continue to provide such resources, including the 5209 training exemption, for the sport rotorcraft community.)

Kevin (Hognose) O’Brien has volunteered to prepare a gyroplane Sport Pilot Written Test Ground School class at the PRA 2007 annual convention at Mentone in August. The class will be conducted by Kevin and/or other volunteer instructors. A passing test grade on the FAA written test is required for Sport Pilot applicants. The Sport Pilot written test for gyroplanes covers standard aviation knowledge areas as other aircraft types, as well as some gyroplane specific knowledge areas.

This two-day class will prepare you for the knowledge areas that would be expected in the Gyroplane Sport Pilot Written Test. Class materials will be provided. The class is scheduled for Wednesday and Thursday (August 1 and 2) during the convention at the Mentone, Indiana airport. This class will be conducted at the same time as Marty Weaver’s ELSA Repairman course – so you may need to decide which class is more important to you to attend.

This class is offered to PRA members only. The fee for this ground school class is $100. It will be 8 hours each day for a total of 16 hours. The class will be limited to 20-30 students, so register quickly if you want to be sure to attend. If you are not a PRA member, you could sign up at the same time you register for the class. Thanks for posting this. One slight correction, just to be technically correct, anyone needing an annual condition inspection and not certified to do it themselves as a repairman, can have it accomplished by an A&P mechanic. An Inspection Authorization is not necessary for experimental aircraft, including ELSA, according to your operating limitations.
 
What's the count on the ELSA repairman's course? I need to register !

I emailed a request on the day of the announcement, and have received a generic response from Martin that he would get back to me shortly.

As of today, no further contact.

When we get back from vacation, I'm mailing him a check for the class, if still no response.

How long is a passing grade good for? A yr, 2 yrs, or more. It maybe a while before I actually fly.:eek:

A passing score of 70% is good for 2 years.

This does not apply to the ELSA repairmans course. You take the class, pass the test, get a certificate. (that doesn't expire)

If you own an ELSA gyro, you take the certificate to the local FSDO and get a repairman's certificate (inappropriately named. it's actually an Inspector's certificate, anyone can repair and maintain an EAB or ELSA)

The repairman's certificate allows you to annual condition inspect an ELSA gyroplane that you own. Add a gyro and it gets added to your certificate. Sell one and it's removed.

I can answer for Greg. (since I'm on the thread)

Nothing has changed. Gyros will always be allowed in EAB if you meet or exceed the 51% rule. But, you will have a hard time getting an N number in a timely fashion, because a lot of the ilegal heavy UL guys are dragging their feet and waiting until the last minute.

ELSA
Gyros will not be allowed as ELSA after Jan 31, 2008. Trying for ELSA certification after July may be too late to meet the deadline.

I've sent the money for the class in to Mr. Weaver. Only received a sort of generic response by e-mail but returned my phone call very quickly.
 
Just a kick on this to let people know.

The Repairman's class is full, with 4 people on a waiting list.

Found this out because Mark Knight now wants to take it. Martin's website gives the details, and talks about the next available class.

I'll see 15 of the other lucky ones in the class!
