What type of sealant?

I wish to replace what used to be the clear tubing used as a fuel level site gauge up the side of an old 5-gallon seat tank. I think the tubing is 1/8" and am going to purchase 5 feet or so, however, it looks like the current install has some type of sealant at the top of the tank where the tube is inserted back into the tank below the filler neck. Can anyone tell me what type of sealant might have been used on these old-style seat tanks? Will a standard black RTV gasket sealant work?
 
It should not be glued. Use the elbows and bushings listed below with 1/4" clear tubing.

The tubing needs to be replaced when discolored or getting stiff. This makes replacing the tubing easy.

This is a much better option than the push to fit kind (that always tend to leak) that a friend of mine, Jerry Lookis, designed many years ago and sold to LEAF, which is now Advanced Power Plant Solutions. Tank Bushing
