The story i heard was that Bensen used the rubber rollers from the wringer of an old washing machine to form the top and that limited the size of the segments.

I guess he may have been embarrassed about that because when I asked that question I got the explanation of the brake only being that big.

Funny you ask. I just searched through pages and pages of google images and could not find 1 picture of the segmented metal rotor. I've seen them in person. But can't find a pic.
 
Aerofoam this isn't a good pic, but if you look carefully you can see the top curved surface is in short sections. They are light and extremely easy to hand start, but low performance. The bottom is a single piece and flat.
