I bought a ELA Cougar 07s with a Rotax 914 turbo. We've changed oil. What else should I do before we start the engine? I'm especially interested in what we should do with the turbo before starting.

If you haven't done it already, maybe you should purge the oil system and make sure you have oil pressure by hand spinning the prop.
Once you have oil pressure remove the air filter and be sure the turbo impeller spins freely.
Do you have a rotax dealer over there, maybe an email to your dealer would give you the correct answers.

Maybe a carburetor jet cleaning, depending on how the engine was prepared for the 2-year slumber.
If it was just shut down w/o planning for long-term care, clean the carburetors.
Change fuel filter ?

I would also crank the engine with the starter with the Magneto's off till you see a little oil pressure. Rings sitting in the cylinders for that long would concern me.
