I believe the seat in question started life as a dune buggy seat manufactured by "Jaz". The seats just happen to be rotomolded and therefore, are hollow.
I and others have converted these seats to "seat tanks" by installing an inlet and outlets. If I remember correctly, they hold over 10 gallons

If they don't leak. And leak they did. The mold parting line leaves a great deal of "flash" and the manufacturer "Jaz" grinds the flash off. Where the flash was the plastic is now often very thin or sports tiny cracks.
Back when I owned SnoBird Aircraft Co. I talked with Jaz about buying them raw and unground, they were not interested in changing their procedure. They asked "Why I wanted them this way" I told them "I was thinking of using them for fuel tanks on a dune buggy" They were not amused. It's a good thing I didn't tell the the word "aircraft".
I went to our local speed warehouse and looked through them all. I bought the only one that looked worthy out of 25 or so. I cut the hole, filled it with water and it leaked......
I told Ora about my troubles with them and he said his supplier will take them back if they leak. I found this hard to believe after you put a filler hole in them, but I have always known Ora to be a man of his word.
Do a Google search for dune buggy seats and you'll find them all over.
The Jaz seats are very reasonably priced and the seat covers are way too cheaply priced. You can't beat the "economy of scale" manufacturers.
