In order for Barr to prosecute anyone, it must meet a criminal evidence level that is above a "beyond a reasonable doubt", which is hard in voting. However, the election results Trump is challenging are civil and a lower requirement of evidence which includes "reasonable doubt", but it is still evidence. The civil ruling along with any evidence found can then be used in criminal court later.
