Can I drain off the ethanol?

They start with lower octane gas & bring it up to the labeled rating with ethanol (which is about 113 octane) here, removing it will lower it for sure.
 
What licence fees are you thinking of ?

plates for one.... here we pay a percentage of the vehicle value yearly, some states license fees can based differently and can easily run several hundred dollars.... plus some have safety inspections, emissions testing, all added on fees....

here is a thought so if you start with 97 octane premium (the hottest stuff you can currently find at the pump) and you remove the ethanol I wonder just what the final rating would be....

lets make a proportion:

97 = 116 (OR of ethanol) * 15(%) + x (OR of gasoline) * 85 (%)
97 = 116*0.15 + x*0.85

x = 93.64

hm. not so small difference...

PS which standart of octane rating using in USA: RON, MON or AKI?
OR of ethanol is 129 by RON, 116 by MON and 122 by AKI
