    Yes, it can!
A pump can theoretically produce any pressure possible at its output but is limited to how much it can draw at its input.
The external air pressure is actually pushing the fuel toward the pump.
If the pump can not lower the pressure enough for the fuel to flow, it won't....

For what it's worth... The picture depicts an SBD (Scout, Bomber, Douglas) likely an SBD-3 version with markings indicating it came from the Carrier Yorktown and flown by the Bombing Group Leader (B1) attacking the Japanese carrier Akagi.

replied to !/8" ID fuel line valve
    That is mighty small.
Even Aquarium air hose fittings are 3/16".

You can easily find 1/8" Pipe Valves in brass and add 1/8" OD Brass Barb fittings to each end.

What primer pump do you have?
Do you understand that they need to be placed in the "Locked"...

replied to Is a car under $1000 reliable?
It is not about Asking a Mechanic.
It is having a Mechanic familiar with the make and model look over the actual car Before you purchase It!

Also driving a Right hand drive car on the Right side of the road is playing Russian Roulette every time you attempt to pass a car in front...
