Default Neal Carnes Rotor Blades adjustment

I bought a set of Neal's rotor blades and hub bar a few years ago and am just starting to get them adjusted for my Gyro. I found that when I stringed them in the lead and lag were off quit a bit. How do I change the lead lag on his hub bar? Do I put shims under the upper and lower bolts of one side of the blade to hub mounting bolts?

Are you in Hinsdale, IL.?

Is there enough "wiggle room" in the strap attachment bolts to effect the lead / lag (pattern) adjustment? That is how many blades were adjusted when strung.
