"A" is most correct. The most favorable combination of conditions for rotorcraft performance is (A) low density altitude, low gross weight, and moderate to strong wind.

Reference FAA-H-8083-21.

Low density altitude increases lift produced by the rotors and engine performance, low gross weight uses less power, and the wind allows quicker lift production with minimum ground speed.
