I'm not sure you will get 200RPM out of 1.5HP.
Auto starter motors develop around 2HP I believe.
I don't know of anyone exceeding 150RPM with a starter motor.

I'm looking at throwing 24Volts into a starter motor to see what I get...

My starter motor with hit 350 rpm, if I leave the blades off ;) I'm already getting ribbed at the airport about flying an upside down lawn mower, so why not use a weed wacker motor ;D
