Actually, I think he was asking about the teeter stops. :)
They swing down when the rotor not yet up to speed and limit the amount of flapping.

The center black piece that the pen is pointing to is a brace to reinforce (stiffen) the teeter towers. It is adjustable in length to spread the towers the exact amount needed to keep them parallel to one another.

Thanks, Ken. I think grease fitting is a better answer then what I gave.
