What about something like this? I imagine this could have some great potential as a prerotator gear, especially with the 3 speeds.
I happened to run into it when I was goofing around on the web the other day. Personally, I'd cut off the long side of the shaft for weight savings, and tube drive off the short shaft.

THREE SPEED TRANSMISSION
New, TUFF TORQ three speed transmission. Spring loaded clutch arm engages input to axle shaft. Aluminum housing. Originally manufactured for self-propelled lawn mowers. Solid axle. Input shaft has 3/16" dia. thru-hole centered 1/4" from end of input shaft. Axle has snap ring grooves and thru-holes at both ends. Thru-holes are 3/16" dia. and centered 1" from the end of axle. Axle lengths measured from housing to end of axle. Non-reversing.
