Some info please,

I have a set of 25 foot Dragon wing rotors with what I believe are one pound tip weights. The larger blades (eg 27 feet) usually have two pound tip weights.

I have a hub bar off a set of 27 foot blades.
So, what will the effect be if I use the "lighter" blade with a longer hub bar?

The coning angle will be a shade more, meaning a tiny bit more undersling but nothing cataclysmic.

Use a 23112 and you’ll be near enough. The 23112 is the same as a 23012 but with enough TE reflex to cancel the very small negative pitching moment coefficient.
