Looks like a "future" version of the Carter Copter to me. Check out the rotor tips.

The low aspect ratio of the blades, the small vertical gap between the rotors, and the propulsor suggest; either a sale pitch to Putin for the Advancing Blade Concept (http://www.synchrolite.com/B263.html#ABC)
